the Arsenio Pact, all member states are to grant all in-game decision
making power to the Military Council, and are to act as one group for
the durration of the plan.</p>

# CivMC Start of The World Plan
In order to accomplish effective coordination between the nations of the Arsenio Pact, all member states are to grant all in-game decision making power to the Military Council, and are to act as one group for the durration of the plan.
1. All available AP members will join on cue to the CivMC server.
2. All AP members are to make it to a meeting point decided by the Military Council.
3. The AP will then move as a group towards the quadrent determined by the MP SOTW group in search of a suitable place to settle.
4. Once a suitable place to settle is located, the AP's focus will be split between gathering resources and obtaining the civillian and military infrastructure listed in the **Foothold Act 2022**.

<p>This document proposes the adherence of the Start Agnostic Routing Standard (SARS) as an infrastructural requirement to members of the Arsenio Pact.</p>

<h2>Motivation</h2>
<p>Previous experience has indicated the trend of a complex, interconnected rail network being preferred across all modern CivCraft servers. Despite this, very little progress has been made to standardize rail infrastructure by the community.</p>
<p>The most implemented rail standard, the <strong>KANI</strong>, was primarily maintained by a sole individual, Amel. Despite this, it was widely popular &amp; frequently used by civilians, greatly speeding up trade and leisure.</p>
<p>The popularity of automatic transportation begs the question: <em>why</em> do states not allocate the proper resources to the construction &amp; expansion of our networks?</p>
<h2>Implementation</h2>
<p>The Start Agnostic Routing Standard is ideal for any government to officially adopt; its lack of reliance on a central website &amp; simplistic &quot;level&quot; classification lets any sovereign nation establish an infinite amount of networks in the 4+ range.</p>

2022</h1>
<p>An act to legitimize both sovereign and leased federal land, by
standardizing public claims, leases, and usufructs.</p>
<h2 id="motivation">Motivation</h2>
<p>The land of the AP is very unorganized; usufructs, contested
territories, unincorporated land, alliance infrastructure (civilian and
military), and sovereign land are present with no legislation to adhere
to.</p>
<h2 id="implementation">Implementation</h2>
<p>The following definitions and actions are to be codified:</p>
<h3 id="unincorporated-land">Unincorporated Land</h3>
<p>Unincorporated land is defined as territory under AP jurisdiction,
but not currently claimed by a member-state. Unincorporated land may
still contain:</p>
<ul>
<li>Production Facilities</li>
<li>Settlements</li>
<li>Civilian Infrastructure (Rails, Iceroads, Paths)</li>
<li>Military Infrastructure (Bunkers, Vaults, Portals)</li>
</ul>
<p>The land is wholly controlled by the Comedy Council, with decisions
being made by a majority vote. Comedians should take note to consider
the opinions of the unincorporated lands internal &amp; external
neighbors.</p>
<h3 id="contested-territory">Contested Territory</h3>
<p>Land that is claimed by the Arsenio Pact and another recognized state
is defined as “Contested”. The responsibility of contested territory
befalls the residing member-state, with the Military Council intervening
if needed.</p>
<p>It is expected to attempt to resolve contested land by open
communication. There is no deadline to resolve a territorial
dispute.</p>
<h3 id="usufruct">Usufruct</h3>
<p>The AP may grant an individual, corporation, or nation usufruct of
territory. Usufructs can only be granted via a majority vote of the
Comedy Council.</p>
<p>A usufruct may be revoked if agreed-upon criteria are met, or if the
organization is dissolved.</p>
<h3 id="soverignty">Soverignty</h3>
<p>Claims by member-states of the AP are henceforth considered sovereign
land and should be managed as so:</p>
<p>If the state is deposed, merged, or otherwise dissolved, its claims
