This commit implements basic support for PostgreSQL databases. It can:
- Connect to a database
- Summon a cursor

Kiafumi

A kitchen-sink discord bot designed to replace Skyra v7 for use in the HC network.

It's written in Pycord and is intended to be resource conscious where possible.
