Fix being able to spoof link verification (#20217) 
- Change verification to happen in `default` queue
- Change verification worker to only be queued if there's something to do
- Add `link` tags from metadata fields to page header of profiles

Fix background jobs not using locks like they are supposed to (#13361) 
Also:

- Fix locks not being removed when jobs go to the dead job queue
- Add UI for managing locks to the Sidekiq dashboard
- Remove unused Sidekiq workers
