<b>What is the Arsenio Pact?</b>
<p>The Arsenio Pact is the future of HC's CivCraft presence. It is intended to provide its nations with stability and coordination while leaving them autonomy and uniquity.</p>
<b>Is the Arsenio Pact an Alliance or a Nation?</b>
<p>Both! The Arsenio Pact represents its member states in diplomatic, economic, and military situations, while simultaneously maintaining their national sovereignty.</p>
<b>Who can join the Arsenio Pact?</b>
<p>Only nations with a direct lineage to HC may join the Arsenio Pact. See Article II, Section I of our charter for more information.</p>
<b>What is HC?</b>
<p>HC is a community that has been playing CivCraft since mid-2020. You may know us as Eddie Murphy (and may continue to know us as such), but we will be diversifying and organizing our approach to Civ through the Arsenio Pact.</p>
<b>If I am from HC and create a nation, do I have to join the Arsenio Pact?</b>
<p>No. However, you and your nation will not represent HC's presence on Civ, and as such will not be able to coordinate as effectively with the other HC states.</p>

<h2>Article I - Supremacy of this Treaty</h2>
<ol>
<li>This treaty is binding on every member state of the Arsenio Pact.</li>
<li>To the extent that this treaty is inconsistent with the law of a member state, this treaty prevails.</li>
</ol>
<h2>Article II - Membership</h2>
<h3>Section I - Admission of States</h3>
<ol>
<li>A state may only be admitted to the Arsenio Pact with a ⅔ supporting vote of the Comedy Council.</li>
<li>A state may only be admitted to the Arsenio Pact with its consent.</li>
<li>A state may only be admitted to the Arsenio Pact if it is determined to be sufficiently culturally aligned with the existing member states for its membership to satisfy the mission of the Arsenio Pact.</li>
</ol>
<h3>Section II - Removal of States</h3>
<ol>
<li>A state may be expelled from the Arsenio Pact with a simple majority supporting vote of the Comedy Council.</li>
<li>A state may not leave the Arsenio Pact without the simple majority supporting vote of the Comedy Council.</li>
<li>A state expelled from the Arsenio Pact is to be granted a minimum of 24 hours' notice before the rules and regulations of the Arsenio Pact cease to apply to it.</li>
</ol>
<h2>Article III - Comedy Council</h2>
<h3>Section I - Representation</h3>
<ol>
<li>All member states are entitled to select one citizen of theirs to sit on the Comedy Council.</li>
<li>Member states are entitled to recall and replace their delegate to the Comedy Council at will.</li>
<li>No individual may represent two nations on the Comedy Council.</li>
<li>A ⅔ supporting vote of the Comedy Council may expel a Comedy Council delegate and require their nation to replace them.</li>
</ol>
<h3>Section II - Administration</h3>
<ol>
<li>The Comedy Council is the primary legislative, executive, and administrative body of the Arsenio Pact.</li>
<li>The Comedy Council is vested with the power:</li>
</ol>
<ul>
<li>to make executive decisions on behalf of the Arsenio Pact;</li>
<li>to enact regulations ancillary to this treaty;</li>
<li>to develop and implement Arsenio Pact policy, including economic, infrastructural, and defensive plans and initiatives;</li>
<li>to manage the secure communications of the Arsenio Pact; and</li>
<li>to fulfill its functions in terms of this treaty.</li>
</ul>
<ol start="3">
<li>Delegates to the Comedy Council must uphold the interests of the Arsenio Pact.</li>
<li>The affairs of the Comedy Council should be made transparent and public to the extent permitted by content and circumstance.</li>
</ol>
<h3>Section III - Justice</h3>
<ol>
<li>All Arsenio Pact pearls fall first under the jurisdiction of the Comedy Council, and second under the jurisdiction of the member state from which they are sourced (if applicable).</li>
<li>All Arsenio Pact pearls must be tracked and administered by the alliance.</li>
<li>The Comedy Council may reduce or annul a sentence imposed on a player or group of players by a member state.</li>
<li>The Comedy Council may implement a sentence on a player or group of players.</li>
<li>The Comedy Council may escalate an undecided judicial matter out of the jurisdiction of a member state and into its sole and direct jurisdiction. When it does this, it must evaluate the matter justly in a form befitting its nature, with the input of every delegate; the majority opinion of the Comedy Council decides the matter.</li>
</ol>
<h3>Section IV - Voting Procedure</h3>
<ol>
<li>Every Arsenio Pact vote must be held in the Comedy Council unless otherwise specified by this treaty or by a regulation ancillary to this treaty.</li>
<li>Each delegate may cast one and only one vote on behalf of their nation on a matter. A delegate may abstain.
A formal vote to decide an alliance matter must be held if:</li>
</ol>
<ul>
<li>at least two Comedy Council delegates deem it necessary; or</li>
<li>the vote is prescribed by this treaty or a regulation ancillary to this treaty.</li>
</ul>
<ol start="3">
<li>When determining the results of a vote after its time limit has expired, only the delegates that voted must be considered.</li>
<li>All Comedy Council votes between two options are decided by a simple majority unless otherwise specified in this treaty or a regulation ancillary to this treaty.</li>
<li>All Comedy Council votes between three or more options are decided by a ranked-choice vote unless otherwise specified in this treaty or a regulation ancillary to this treaty.</li>
</ol>
<h2>Article IV - Military Council</h2>
<h3>Section I - Representation</h3>
<ol>
<li>All member states are entitled to select one citizen of theirs to sit on the Military Council.</li>
<li>Member states are entitled to recall and replace their delegate to the Military Council at will.</li>
<li>No individual may represent two nations on the Military Council.</li>
<li>A ⅔ supporting vote of the Military Council may expel a Military Council delegate and require their nation to replace them.</li>
</ol>
<h3>Section II - Command</h3>
<ol>
<li>The Military Council has ultimate authority over all external military determinations and actions of the Arsenio Pact.</li>
<li>Under the command of the Military Council, the armies of all Arsenio Pact states act as a unified force of the alliance unless otherwise directed.</li>
<li>Arsenio Pact entities other than the Military Council seeking to take external military actions must receive the approval of the Military Council before doing so.</li>
</ol>
<h3>Section III - Farley Wars</h3>
<ol>
<li>Arsenio Pact member states and other Arsenio Pact entities may engage in Farley wars, which are consensual wars that do not result in permanent damage to any involved party, and which are strictly internal to the Arsenio Pact.</li>
<li>The Military Council must approve all Farley wars before they can occur, and may revoke this approval at any time if circumstances necessitate.</li>
</ol>
<h3>Section IV - Mutual Defense</h3>
<ol>
<li>Any armed threat to or attack on an Arsenio Pact member state is considered a threat to or attack on the Arsenio Pact. Member states must take any action necessary and within their capabilities to restore the security of allies under armed threat or attack.</li>
<li>The Arsenio Pact may declare war on or intervene in the security of a foreign party with the supporting ⅔ majority of the Military Council. Member states must take any action necessary and within their capabilities to assist the ensuing effort.</li>
<li>Where timely authority cannot be obtained, a citizen of a member state in a situation posing an imminent threat to the security of the Arsenio Pact may take any reasonable action necessary to maintain the security of the alliance.</li>
</ol>
<h2>Article V - Integrity</h2>
<h3>Section I - Trust</h3>
<ol>
<li>No member state may threaten or breach the security of another member state.</li>
<li>No member state may adversely affect the interests of the alliance to benefit a foreign party.</li>
<li>No person whose interests may reasonably be apprehended to conflict with the interests of the alliance may be admitted to security communications of the alliance of a sensitive nature.</li>
<li>Member states and their citizens must uphold and protect the honor and integrity of the alliance.</li>
<li>Member states must relay to the alliance any information necessary for its security.</li>
<li>Citizens of member states must be allowed free travel between member states, unless reasonable interests require otherwise.</li>
</ol>
<h3>Section II - Arbitration</h3>
<ol>
<li>Disputes between Arsenio Pact member states are subject to arbitration by the Comedy Council should the Comedy Council determine such to be necessary.</li>
<li>Member states must respect the sovereignty of other member states; any decision taken on an alliance matter must include due representation from all affected states.</li>
</ol>
<h3>Section III - External Diplomatic Affairs</h3>
<ol>
<li>All external diplomatic affairs of the Arsenio Pact are the jurisdiction of the Comedy Council.</li>
</ol>
<h4>Article VI - Amendments</h4>
<p>The Comedy Council may amend this treaty —</p>
<ol>
<li>after deliberations of at least 24 hours; and</li>
<li>with a ⅔ supporting vote, taken over at least 24 hours.</li>

<p>This document outlines the required usage of the CommonMark Markdown specification within Arsenio Pact documents for the purpose of standardization.</p>
<p>For information about the Markdown format not covered within the contents of this document, consult the <a href="https://spec.commonmark.org/">CommonMark Specification</a>.</p>
<p>This document was written by members of the Anyakovan Institute of Technology (AKIT) to promote concise writing &amp; easy dissemination of legal material to the public.</p>
<h2>Motivation</h2>
<p>There is an unnecessary overhead for auditors of the Arsenio Pact's documents, and a simple, foolproof standard would greatly improve the archival process.</p>
<p>Markdown is a good compromise between functionality &amp; ease of use; it is readable as both plaintext or parsed in a variety of formats, namely HTML, PDF, or ODT.</p>
<p>The CommonMark specification is an ideal default specification to adhere to, due to its barebones feature set and loose formatting.</p>
<h2>Implementation</h2>
<p>The Arsenio Pact &amp; its member states must do the following:</p>
<ul>
<li>Write all future documents in the CommonMark Markdown specification.
<ul>
<li>Documents must use the <code>.md</code>, <code>mkdn</code>, <code>.mdown</code>, or <code>.markdown</code> file extensions.</li>
<li>Documents must not use unsupported extensions of the Markdown format that are not present within CommonMark. This is especially important when converting documents using GFM (Github Flavoured Markdown).</li>
<li>For compatibility, documents must not contain inline HTML.</li>
</ul>
</li>
<li>Convert all previous documents to Markdown.</li>
</ul>
<p>Additionally, writers are encouraged (but not required) to do the following:</p>
<ul>
<li>Use a proper CommonMark compatible editor, such as <a href="https://vscodium.com/">VSCodium</a>, <a href="https://atom.io/">Atom</a>, <a href="https://brackets.io/">Adobe Brackets</a>, or <a href="markdown.pioul.fr/">MOME</a>.</li>
<li>Use a Markdown Linter, such as <a href="https://github.com/DavidAnson/vscode-markdownlint">vscode-markdownlint</a>.</li>
</ul>
<h3>Applicable Documents</h3>

<p><strong>An act to enforce the creation of a location to serve as the head of the Arsenio Pact in-game.</strong></p>
<h2>1. Short title</h2>
<p>This Act can be cited as the <em>Headquarters Establishment Act 2022</em></p>
<h2>2. Purpose</h2>
<p>The purpose of the AP headquarters is—</p>
<ul>
<li>to act as a place for the Comedy Council to convene during meetings and times of crisis, when needed;</li>
<li>to serve as a symbol of unity between members of the Arsenio Pact;</li>
<li>to be a place for citizens of AP member states to petition their representatives;</li>
</ul>
<h2>3. Process</h2>
<ol>
<li>
<p>The process to select a location for the headquarters begins when either—</p>
<ul>
<li>the Comedy Council votes to begin the process;</li>
<li>it has been 7 days since the current headquarters has been found to not match specifications, and no work to fix it has begun;</li>
</ul>
</li>
<li>
<p>The Comedy Council gets 24 hours for each member to propose their desired location.</p>
</li>
<li>
<p>Each proposed location must then be audited to ensure it meets the required specifications.</p>
</li>
<li>
<p>The Comedy Council decides between the remaining choices via a ranked-choice vote.</p>
</li>
</ol>
<h2>4. Specifications</h2>
<ol>

<p>Any location suitable to serve as the headquarters must include the following—</p>

<h2>Definitions</h2>
<p>For the purpose of this document, the following words and phrases have been defined as such-</p>
<ol>
<li><strong>AP</strong> - Abbreviation for <em>the Arsenio Pact</em></li>
<li><strong>Bot</strong> - A user-made program utilizing Discord's account system to provide moderation and features to joined servers.</li>
<li><strong>Kiafumi</strong> - A Discord bot made by user <em>oko</em>, site found <a href="https://oko.moe">here</a>.</li>
</ol>
<h2>Motivation</h2>
<p>The AP's discords would benefit from automated role assignment, archiving, and other automatic administrative duties.</p>
<p>Kiafumi is an actively maintained bot developed for use on <em>38.fail's</em> (1) hosted projects. It has already seen use on the <em>HC</em> (2) and <em>Fusee</em> (3) Discord servers.</p>
<h2>Implementation</h2>
<p>All AP managed Discord servers must:</p>
<ul>
<li>Add and properly configure Kiafumi.
<ul>
<li>This includes access to the required permissions the bot needs to function.
<ul>
<li>Specifically a permission level of <strong>139855252544</strong>, not <strong>8</strong>.</li>
</ul>
</li>
<li>The creation of a role to be assigned upon joining the server.
<ul>
<li>This can then be set via the <strong>/setting set joinRole <em>&lt; RoleID &gt;</em></strong> command.</li>
</ul>
</li>

# Arsenio Pact Charter

## Article I - Supremacy of this Treaty
1. This treaty is binding on every member state of the Arsenio Pact.
2. To the extent that this treaty is inconsistent with the law of a member state, this treaty prevails.
## Article II - Membership
### Section I - Admission of States
1. A state may only be admitted to the Arsenio Pact with a ⅔ supporting vote of the Comedy Council.
2. A state may only be admitted to the Arsenio Pact with its consent.
3. A state may only be admitted to the Arsenio Pact if it is determined to be sufficiently culturally aligned with the existing member states for its membership to satisfy the mission of the Arsenio Pact.
### Section II - Removal of States
1. A state may be expelled from the Arsenio Pact with a simple majority supporting vote of the Comedy Council.
2. A state may not leave the Arsenio Pact without the simple majority supporting vote of the Comedy Council.
3. A state expelled from the Arsenio Pact is to be granted a minimum of 24 hours' notice before the rules and regulations of the Arsenio Pact cease to apply to it.
## Article III - Comedy Council
### Section I - Representation
1. All member states are entitled to select one citizen of theirs to sit on the Comedy Council.
2. Member states are entitled to recall and replace their delegate to the Comedy Council at will.
3. No individual may represent two nations on the Comedy Council.
4. A ⅔ supporting vote of the Comedy Council may expel a Comedy Council delegate and require their nation to replace them.
### Section II - Administration
1. The Comedy Council is the primary legislative, executive, and administrative body of the Arsenio Pact.
2. The Comedy Council is vested with the power:
+ to make executive decisions on behalf of the Arsenio Pact;
+ to enact regulations ancillary to this treaty;
+ to develop and implement Arsenio Pact policy, including economic, infrastructural, and defensive plans and initiatives;
+ to manage the secure communications of the Arsenio Pact; and
+ to fulfill its functions in terms of this treaty.
3. Delegates to the Comedy Council must uphold the interests of the Arsenio Pact.
4. The affairs of the Comedy Council should be made transparent and public to the extent permitted by content and circumstance.
### Section III - Justice
1. All Arsenio Pact pearls fall first under the jurisdiction of the Comedy Council, and second under the jurisdiction of the member state from which they are sourced (if applicable).
2. All Arsenio Pact pearls must be tracked and administered by the alliance.
3. The Comedy Council may reduce or annul a sentence imposed on a player or group of players by a member state.
4. The Comedy Council may implement a sentence on a player or group of players.
5. The Comedy Council may escalate an undecided judicial matter out of the jurisdiction of a member state and into its sole and direct jurisdiction. When it does this, it must evaluate the matter justly in a form befitting its nature, with the input of every delegate; the majority opinion of the Comedy Council decides the matter.
### Section IV - Voting Procedure
1. Every Arsenio Pact vote must be held in the Comedy Council unless otherwise specified by this treaty or by a regulation ancillary to this treaty.
2. Each delegate may cast one and only one vote on behalf of their nation on a matter. A delegate may abstain.
A formal vote to decide an alliance matter must be held if:
+ at least two Comedy Council delegates deem it necessary; or
+ the vote is prescribed by this treaty or a regulation ancillary to this treaty.
3. When determining the results of a vote after its time limit has expired, only the delegates that voted must be considered.
4. All Comedy Council votes between two options are decided by a simple majority unless otherwise specified in this treaty or a regulation ancillary to this treaty.
5. All Comedy Council votes between three or more options are decided by a ranked-choice vote unless otherwise specified in this treaty or a regulation ancillary to this treaty.
## Article IV - Military Council
### Section I - Representation
1. All member states are entitled to select one citizen of theirs to sit on the Military Council.
2. Member states are entitled to recall and replace their delegate to the Military Council at will.
3. No individual may represent two nations on the Military Council.
4. A ⅔ supporting vote of the Military Council may expel a Military Council delegate and require their nation to replace them.
### Section II - Command
1. The Military Council has ultimate authority over all external military determinations and actions of the Arsenio Pact.
2. Under the command of the Military Council, the armies of all Arsenio Pact states act as a unified force of the alliance unless otherwise directed.
3. Arsenio Pact entities other than the Military Council seeking to take external military actions must receive the approval of the Military Council before doing so.
### Section III - Farley Wars
1. Arsenio Pact member states and other Arsenio Pact entities may engage in Farley wars, which are consensual wars that do not result in permanent damage to any involved party, and which are strictly internal to the Arsenio Pact.
2. The Military Council must approve all Farley wars before they can occur, and may revoke this approval at any time if circumstances necessitate.
### Section IV - Mutual Defense
1. Any armed threat to or attack on an Arsenio Pact member state is considered a threat to or attack on the Arsenio Pact. Member states must take any action necessary and within their capabilities to restore the security of allies under armed threat or attack.
2. The Arsenio Pact may declare war on or intervene in the security of a foreign party with the supporting ⅔ majority of the Military Council. Member states must take any action necessary and within their capabilities to assist the ensuing effort.
3. Where timely authority cannot be obtained, a citizen of a member state in a situation posing an imminent threat to the security of the Arsenio Pact may take any reasonable action necessary to maintain the security of the alliance.
## Article V - Integrity
### Section I - Trust
1. No member state may threaten or breach the security of another member state.
2. No member state may adversely affect the interests of the alliance to benefit a foreign party.
3. No person whose interests may reasonably be apprehended to conflict with the interests of the alliance may be admitted to security communications of the alliance of a sensitive nature.
4. Member states and their citizens must uphold and protect the honor and integrity of the alliance.
5. Member states must relay to the alliance any information necessary for its security.
6. Citizens of member states must be allowed free travel between member states, unless reasonable interests require otherwise.
### Section II - Arbitration
1. Disputes between Arsenio Pact member states are subject to arbitration by the Comedy Council should the Comedy Council determine such to be necessary.
2. Member states must respect the sovereignty of other member states; any decision taken on an alliance matter must include due representation from all affected states.
### Section III - External Diplomatic Affairs
1. All external diplomatic affairs of the Arsenio Pact are the jurisdiction of the Comedy Council.
#### Article VI - Amendments
The Comedy Council may amend this treaty —
1. after deliberations of at least 24 hours; and
2. with a ⅔ supporting vote, taken over at least 24 hours.

The official AP website would serve the purpose of-
1. acting as a place to make public announcements;
2. a place to host public AP files, such as passed or proposed legislation as well as declassified military documents;
3. serve as an entity to improve public relations and image;
## Implementation
The AP must-
1. Commission a website to be hosted on https://ap.38.fail;
2. Officially announce the opening of, and continuously endorse it as, the official website of the AP;
3. Continue to post announcements and changes to legislation on the website's front page;

# Document Formatting Act 2022
This document outlines the required usage of the CommonMark Markdown specification within Arsenio Pact documents for the purpose of standardization.
For information about the Markdown format not covered within the contents of this document, consult the [CommonMark Specification](https://spec.commonmark.org/).
This document was written by members of the Anyakovan Institute of Technology (AKIT) to promote concise writing & easy dissemination of legal material to the public.
## Motivation
There is an unnecessary overhead for auditors of the Arsenio Pact's documents, and a simple, foolproof standard would greatly improve the archival process.
Markdown is a good compromise between functionality & ease of use; it is readable as both plaintext or parsed in a variety of formats, namely HTML, PDF, or ODT.
The CommonMark specification is an ideal default specification to adhere to, due to its barebones feature set and loose formatting.
## Implementation
The Arsenio Pact & its member states must do the following:
+ Write all future documents in the CommonMark Markdown specification.
+ Documents must use the `.md`, `mkdn`, `.mdown`, or `.markdown` file extensions.
+ Documents must not use unsupported extensions of the Markdown format that are not present within CommonMark. This is especially important when converting documents using GFM (Github Flavoured Markdown).
+ For compatibility, documents must not contain inline HTML.
+ Convert all previous documents to Markdown.
Additionally, writers are encouraged (but not required) to do the following:
+ Use a proper CommonMark compatible editor, such as [VSCodium](https://vscodium.com/), [Atom](https://atom.io/), [Adobe Brackets](https://brackets.io/), or [MOME](markdown.pioul.fr/).
+ Use a Markdown Linter, such as [vscode-markdownlint](https://github.com/DavidAnson/vscode-markdownlint).
### Applicable Documents
The usage of the term "official document" describes legislation, treaties, guidelines, and any other information intended for distribution to an administrative body.
## Exemptions
This law may be reevaluated to further extend the list of supported formats.
Another format can be introduced if it adheres to the following:
+ Can be written without a compatible editor.
+ Can be quickly converted to HTML & PDF.
Common examples of compatible text formats include `.textile`, `.rdoc`, `.org`, `.creole`, `.mediawiki`/`wiki`, `.rst`, `.asciidoc`/`adoc`/`asc`, & `.pod`.

# Headquarters Establishment Act 2022
**An act to enforce the creation of a location to serve as the head of the Arsenio Pact in-game.**
## 1. Short title
This Act can be cited as the *Headquarters Establishment Act 2022*
## 2. Purpose
The purpose of the AP headquarters is—
+ to act as a place for the Comedy Council to convene during meetings and times of crisis, when needed;
+ to serve as a symbol of unity between members of the Arsenio Pact;
+ to be a place for citizens of AP member states to petition their representatives;
## 3. Process
1. The process to select a location for the headquarters begins when either—
+ the Comedy Council votes to begin the process;
+ it has been 7 days since the current headquarters has been found to not match specifications, and no work to fix it has begun;
2. The Comedy Council gets 24 hours for each member to propose their desired location.
3. Each proposed location must then be audited to ensure it meets the required specifications.
4. The Comedy Council decides between the remaining choices via a ranked-choice vote.
## 4. Specifications
1. Any location suitable to serve as the headquarters must include the following—
+ a room or area capable of seating all members of the Comedy Council & their staff during meetings;
+ a room or area capable of seating all members of the Military Council & their staff during meetings;
+ a room or area used to ad dress the general public, fitted with seating and podiums;

2. Any location suitable to serve as the headquarters must not be—

# Kiafumi Act 2022
**An act to permit the use of the Kiafumi Discord bot within official AP discord servers.**

## Definitions
For the purpose of this document, the following words and phrases have been defined as such-
1. **AP** - Abbreviation for *the Arsenio Pact*
2. **Bot** - A user-made program utilizing Discord's account system to provide moderation and features to joined servers.
3. **Kiafumi** - A Discord bot made by user *oko*, site found [here](https://oko.moe).
## Motivation
The AP's discords would benefit from automated role assignment, archiving, and other automatic administrative duties.
Kiafumi is an actively maintained bot developed for use on *38.fail's* (1) hosted projects. It has already seen use on the *HC* (2) and *Fusee* (3) Discord servers.
## Implementation
All AP managed Discord servers must:
+ Add and properly configure Kiafumi.
+ This includes access to the required permissions the bot needs to function.
+ Specifically a permission level of **139855252544**, not **8**.
+ The creation of a role to be assigned upon joining the server.
+ This can then be set via the **/setting set joinRole *< RoleID >*** command.
+ The creation of a channel made to be used by the bot to post join & leave messages.
+ This can then be set via the **/setting set welcomeChannel *< ChannelID >*** command.

This document proposes the adherence of the Start Agnostic Routing Standard (SARS) as an infrastructural requirement to members of the Arsenio Pact.

This document was written by members of the Anyakovan Institute of Technology (AKIT) to promote the usage of the Start Agnostic Routing Standard.
## Motivation
Previous experience has indicated the trend of a complex, interconnected rail network being preferred across all modern CivCraft servers. Despite this, very little progress has been made to standardize rail infrastructure by the community.
The most implemented rail standard, the **KANI**, was primarily maintained by a sole individual, Amel. Despite this, it was widely popular & frequently used by civilians, greatly speeding up trade and leisure.
The popularity of automatic transportation begs the question: *why* do states not allocate the proper resources to the construction & expansion of our networks?
## Implementation
The Start Agnostic Routing Standard is ideal for any government to officially adopt; its lack of reliance on a central website & simplistic "level" classification lets any sovereign nation establish an infinite amount of networks in the 4+ range.
The Arsenio Pact adopts the following design:
+ Advocate for & establish an external level 2 domain.
+ Require each member state to create its own level 3 junction.
+ Additionally, member states may create as many additional internal levels as required.
## Adherence
While not intrinsically tied to the standard, these additional rules must be followed by all member states to simplify the rail connection process:
+ Members must place rails at Y value 9, or surface level.
+ Require each member state to accurately document & maintain its destinations.
+ This report should depict the state of each rail, a description of the destination, whether the rail is above or below ground level, & disclose whether or not a destination is private property.
+ Allocate resources from tributes towards the development of rail networks.
